Philippine Nursing education not improving - UP official

Manila Bulletin February 3, 2010 Dismayed at the result the November nursing board, an official of a nursing association called for a special program that will address the concerns of repeaters and avoid waste of resources of the graduates and their parents.

Only 37,527 of the 94,462 or 39.73 percent examinees passed the nursing board administered by the Professional Regulation Commission (PRC) in November last year. Of the total board passers, almost 50 percent were first timers while only 26 percent were repeaters.

Philippine Nursing a dream?

Via Manila Bulletin Philippines There's good news and there's good news. But first, some not-so-good comparisons.

From 2001 to 2002, a total of 9,000 registered nurses were hired for overseas employment. Since 2003 those numbers have dwindled to 300 a year. This should be seen in the context of local nursing schools graduating 95,000 nurses last year.

In sum, there are today some 200,000 graduates who are not employed, at least not as nurses.

The good news is that the world still needs our nurses. Come Feb. 6, a group representing employers in the UK will be in Manila to interview 150 nurses and observe them for potential employment in UK hospitals, including the one named after Princess Alexandra.

The bad news is that even as our nurses are prized for their skills and caring ways, many of them flunk the tests for their inability to express themselves in English.

The good news is that nurses aren't the only ones being hired. According to a director of Jai-Kin Resources in Quezon City, oil and gas workers are in demand, too. They are cadet engineers trained in the Philippine Nuclear Research Institute - and if the news gets any better, it is that they command salaries of up to US$2,000, with free housing.

More good news. The nurses who will make it to the UK need not worry about placement or recruitment fees, salary deductions and other charges. They won't pay for their plane fare, and the work visa is free. In addition, assures Jai-Kin, their employer will take care of their overseas spending program for the first three months, before they take the UK board exam.

My comment: The Philippine government and the Philippine colleges seem more interested in churning out pieces of paper and making tremendous profits from the students rather than providing a quality education and training the students and helping them find work afterwards in job placement. Is the world realizing this as well?

"We have reached a stage where we have found it pointless to process any Filipino nurse who does not have Western country experience."

The New Zealand Nursing Council says has questioned the quality of nursing qualifications and training programmes in the Philippines after nursing student numbers there boomed from 30,000 in 2004 to 450,000 last year.

"Australia may be the last option, because other countries like Canada and Singapore have questioned the Philippines qualifications," said Mr Wills.

if your aiming for BSN, it’s very practical to just get it in the Philippines because its cheaper for the same quality of education (assuming that you’re in a good nursing school) you could get in an average nursing school in the US. However, there’s so many sub-standard nursing schools sprouting like mushrooms in the philippines that you have to be cautious before enrolling yourself in. if you’re in one of these schools, please find a better school; and with good high school grades or good current college grades, it should be easy to be admitted in a good nursing school as long as you have good entrance exam results as well. however, the best nursing schools in the philippines could also be discriminating to other nursing schools and may not accredit units from these schools. While it is true that US hospitals don’t discriminate applicants based on what school they were in (as long as you meet the min req like passing the state board; and oh, yes they really don’t, that’s why there’s so many foreign graduate nurses), it doesn’t hurt to have the best education you could get.

If you’re planning to take MAN later on, it would be better to take it in the US. in my opinion, taking MAN without clinical experience and/or no exposure to the field is a definite no-no. your hospital training during your undergrad days just isn’t enough, especially that nursing education in the philippines focuses more on the knowledge and concept and not on the hospital area. besides, only a few schools offer MAN where as there’s so many in the US.

You probably could have (as a US Citizen) done this just as cheaply and forgone your now having to take an NCLEX. THe only school in the Philippines that is recognized by ETS (The people who admininster AP tests in the US and graduate exams for universities) is the University of the Philippines. Nothing else. You could have finished Community College’s nursing program and gotten established as a nurse.

Philippine Nurse hiring slump seen says Philippine Star

The Philippine Star December 06, 2009 MANILA, Philippines - The number of jobless Filipino nurses is likely to swell further with the expected slump in the hiring of medical workers in the United States and other countries to last for the next two years.

Dr. Fely Marilyn Lorenzo of the University of the Philippines Institute of Health Policy and Development Studies said government data indicated a falling trend in hiring of Filipino nurses for the past years.

“Data from the Commission on Filipino Overseas showed that the demand for Filipino nurses is slowing down in foreign countries, particularly in the country’s top markets,” Lorenzo said.

From a total of 5,790 in year 2000, the number of Filipino nurses hired in the United States dropped to 771 in year 2007.

“This year only eight Filipino nurses are leaving the country every month to work in the United States,” she added.
While the demand remained in Saudi Arabia and other Middle East countries, Lorenzo expects the downtrend in hiring of Filipino nurses abroad for a few more years due to the prevailing economic crisis.
Aside from the global financial crisis, stricter migration laws imposed in destination countries also resulted to decline in the demand.

“Some foreign employers are also finding Filipino nurses replaceable with other nationalities like Indonesians and Chinese because of attitude and values,” she added.

The declining demand abroad and the significant growth in the number of nursing graduates have already resulted to surplus and sharp increase in the number of unemployed nurses in the country.

Is it time to re evaluate if Nursing is the best education career? Be prepared with over 95,000 students taking the recent board exams for Nurses for more pain.

From the joviquelcalma blog. I passed the nursing board exam here in the philippines last june 2008. You see I passed it on my first try, pretty cool huh? a lot of people thought I'd go places because I was apparently intelligent. But right now I feel that I am the exact opposite. The year is about to end. It's december and still I never found the job where I can use the title that I have worked so hard to attain.

I don't know exactly where I should go. I have been in two call centers already and have not found the answers myself. I am a nurse and I want to become one for real. I don't want my license to expire without being used but right now, it's only purpose was for a gatepass.

My dad threw away money sending his daughter to school who ended up jobless anyway, suddenly I thought, college was just a waste of my time and his money.

Now I'm done with school, what? stay at home and gain weight everyday of my life? that's great?! Evrytime I think about the dreams I had that went out of the window, it hurt. Bleak job prospects for 95,000 new nurses seen

From PhilippineJobs blog Nov 29th, 2009 A recruitment expert on Sunday expressed concerned at the prospect of no work for some of the 95,000 nursing graduates who may pass the licensure examination currently being administered by the Professional Regulation Commission (PRC) in selected public and private schools nationwide.

“I pity the 95,000 nursing graduates who are poised to take the nursing licensure. Those who pass will join the more than 200,000 unemployed board passers whose experience are volunteer nursing or call center agents or crew in fastfood outlets,’’ said Lito Soriano, executive director of the Federated Association of Manpower Exporters and former president of the Philippine Association of Service Exporters Inc. 152 nursing schools face closure for poor board performance

From the The Philippine Star November 25, 2009 MANILA, Philippines - A total of 152 nursing schools face closure for registering poor passing percentages in the nursing licensure examinations over the past five years.

The 152 nursing schools were found to have performed below the national passing rate of 46.14 percent for the past five years, Angeles said.

Metro Manila has the most number of erring schools among the 152 poor performing schools: Arellano University-Manila, Arellano University-Pasay, De Los Santos-STI College, De Ocampo Memorial College, Dominican College, Dr. Carlos S. Lanting College, Emilio Aguinaldo College, J.P. Sioson General Hospital and Colleges, La Consolacion College Manila, Las Piñas College, Martinez Memorial College, Mary Chiles College, Olivarez College, Pamantasan ng Lungsod ng Pasay, Perpetual Help College of Manila, Philippine College of Health Sciences, Philippine Rehabilitation Institute Foundation, Southeast Asian College, St. Jude College, St. Rita Hospital College of Nursing and School of Midwifery, STI College-Recto, the Family Clinic, Unciano Colleges and General Hospital, University of Perpetual Help-Rizal, and World Citi Colleges, Quezon City.

Calabarzon has 23 schools in the list; Central Luzon, 20; Ilocos Region, 16; Bicol, 14; SOCCSKSARGEN, 8; Northern Mindanao, 7; Zamboanga Peninsula, Davao Region and Cordillera Administrative Region, 6; Cagayan Valley and Central Visayas, 5; CARAGA Region, 3; and Eastern Visayas and Mimaropa Region, 1.

Earlier, Angeles said 177 nursing schools were found to have poorly performed in the nursing licensure examinations.

“To be fair to all the schools, we had to do a lot of verification,” he said.
Angeles said any mistake might cause unnecessary worry among students and parents and harm the reputation of the schools wrongfully identified.

Among the 152 schools, nine had already stopped offering their nursing course, and five schools had stopped operation altogether, Angeles said.

Next year, CHED will enforce a rule that schools whose performance in licensure examinations is below five percent for three consecutive years would have their permits revoked and their concerned program phased out.

Angeles said CHED is determined to crack down on poorly performing schools to ensure that higher education institutions offer quality education.

“With this move, we are helping not only the parents and students to carefully choose the nursing schools they go to, but we are helping our economy by minimizing frustrations and wastage among our nursing graduates when they take the licensure exams and make sure that they only get quality education from schools that prioritize quality by adhering to world class standards that we are now imposing,” he said. Too Many Bad Apples in the Basket?

The Philippines is known worldwide to produce quality nurses. For the past couple of decades, the demand for Filipino nurses has been so great that numerous nursing schools started coming out like mushrooms.

Recently, the Trade Union Congress of the Philippines has suggested that CHED make public all the 177 substandard nursing schools in the Philippines [read full text here]. TUCP said it’s CHED’s duty to warn the parents and their children of these inferior schools.

There are over 400,000 nursing students in the Philippines today, if more than half of this number comes from substandard nursing schools, there is no telling when Filipino nurses will stop getting praises they’ve received since time immemorial. The immaculate image of our nurses will be stained just because these schools can’t give their students the proper education they’ve paid for.

The local board exam measures one’s knowledge on the foundations of nursing and its basic skills. Like what one of my professors said, being a board passer only ticks off one qualification in the long list of credentials a newly graduate nursing student should have: LICENSE. Having a license makes you a nurse, but it doesn’t make you a good one. That 2 letters affixed after your name is the minimum requirement to being a nurse. If one school can’t even produce a decent number of qualified nurses, what happens to their students after graduation?

Education, they say, is the first step to a good career. If these schools can’t give their students a good one, why allow them to continue on with what they’re doing? Do we have to risk the future of our students? Money is hard to earn and nursing is not a cheap course. Even the lowliest parents would try to get one of their children in a nursing school, in hopes, that after 4 years, their efforts will be worth something.

The list of underperforming schools should be released to the public as a warning – to schools who think they can get away with the kind of education they offer and to families to be more careful in choosing a nursing school for their children.

Are the universities concerned with many board failures? And not helping the students get 3 years work experience? How will it help its students compete? How do parents select the best university for their students and use their hard earned money?

It would appear that the schools and parents need to take a new deeper examination of how to better prepare & instruct for the exam as number of passers influences the number of enrollees at specific universities and later job opportunities. Possible actions might include starting review classes specifically geared to preparing for the Nursing exam questions and helping the students learn the appropriate materials in preparation for the exam instead of making them take expensive review classes after graduating. Colleges and universities should prepare the student for exam not after graduation review classes. Teach for the exam so students can be proud of their degree.

Even the Philippine Government is proposing adding a 5th year to certain courses to better prepare the students for later jobs and requiring Universities to specifically prepare for the exam rather than making the students hire expensive tutors from other private companies.

A number of countries are becoming concerned about the quality of the nursing graduates and I am sure Philippine colleges are also concerned in producing the best graduates to compete in the world marketplace and increasing their passing scores in relation to other universities.

2. Another problem is that we have a situation here where hundreds of thousands are lured to the nursing profession because of the prospect to work abroad. To meet this growing demand, nursing schools are increasing in number like mushrooms and are producing thousands of graduates. Yet, there are not enough facilities and hospitals to take in these 450,000 graduates for training and experience.

Good colleges and universities might try and be a leader in innovation and sign contracts with specific hospitals for its many graduates to work fulltime for 1-3 years as volunteers after graduation and passing the nursing exams, so they then would be ready to then immediately after this work experience be able to apply and work abroad. Then the school would be a leader in innovation and well regarded and sought! Isn't this part of preparing the student for the work the school trained him for?

Imagine all the expenses that parents go through to keep a son or daughter through a nursing course, only to see them taking menial jobs outside the course they invested in. Or worse, not have a job at all.
There is a glut of Filipino nurses because Government & Universities don't have 1-3 years of working experience slots in country hospitals. Schools shoudl be concerned about making sure their students can work after their expensive education and other schools are providing work opportunities for their graduates why can't school work with hospitals & government to do the same?

Government may soon impose a ceiling on the number of college students taking up nursing to curb the prevailing oversupply of nurses in the country.

Labor Undersecretary Carmelito Pineda said concerned government agencies have discussed the possibility of setting a limit on the number of nursing schools and nursing students nationwide.
“The Commission on Higher Education was asked to look into a possible limit because we really have an oversupply of nurses at this time,” Pineda said.

Pineda said representatives of different government agencies and education institutions met recently to look at possible measures to resolve the growing number of unemployed nurses in the country.

“During the discussions, we have learned that a high 20 percent of the 400 schools offering nursing courses nationwide have zero passing rate in the licensure examination,” Pineda said.
Pineda added that a moratorium in the setting up of new nursing schools was imposed in 2004, yet the figure continues to increase and has reached a total of 450 nursing institutions as of last year.
Pineda said that government data showed that the number of nursing students also went up sharply from 30,000 in year 2000 to 450,000 in 2007.

The Professional Regulation Commission (PRC) reported that about 400,000 licensed Filipino nurses have not been hired despite the high demand for health workers abroad.

The local recruitment industry, however, claimed that they are having difficulty filling up the job orders from various countries due to lack of qualified Filipino nurses.
“We really have an oversupply, but most of them are inexperienced that they cannot qualify to work abroad,” Pineda pointed out.

Pineda said the government is negotiating with foreign countries to forge bilateral labor agreements with the Philippines, which would require the host countries to provide appropriate training for Filipino nurses they would hire, to resolve the lack of experienced nurses.

He said the Department of Labor and Employment (DOLE) is also providing capital for Filipino nurses who are interested in putting up an “entrepreneurial nursing” group.

“Under the scheme, nurses will form a group and provide home care services for sick residents in Metro Manila while DOLE will provide the necessary capital,” Pineda explained.

“I am not happy with the board exams result.The mortality rate should not be that big,” said the Philippine Nursing Association (PNA) Inc. President Teresita Barcelo on Monday.

Barcelo said the government has to implement measures to improve the quality of nursing education after expressing concern over the dismal result of the recent nursing licensure exam.

Part of the reform is an enhanced curriculum that will ensure that nursing students get quality education in their chosen field, Barcelo added.

The steep decline in the number of those who passed the board exams this month was also observed with some concern by former PNA President Dr. Leah Primitiva Samaco-Paquiz.

“During our time, the passing rate was about 80 percent,” Samaco-Paquis said, noting that the decline started way back in the 1970s when the Marcos administration “rationalized” the nursing curriculum and changed the five-year course offering to the current four years.

At present, there are about 460 nursing schools in nationwide.

Some 39,455 examinees passed the nursing board exam in November 2008 out of 88,649 graduates who took the test, some of whom garnered a passing rate of 44.51 percent.

The officials cited several factors that led to the “decline” in the passing rates of nursing graduates. Among them, lack of qualified faculty, inadequate resources and facility and the proliferation of sub-standard nursing schools trying to cash in on the nursing boom in the past several years.

They stressed that these issues should be addressed to put the country’s nursing education on a par with the rest of world.

They said further that the government should also institute strict monitoring of existing institutions and facilities.

Earlier, the PNA warned that Filipino nurses are slowly losing their competitive edge even as they noted the decline in the number of hiring in the United States and the United Kingdom, two of the leading destinations of Filipino health professionals.

At present, there are about 460 nursing schools in nationwide.

Some 25 “non-performing nursing schools” continue to operate despite a recommendation by a panel of experts for their immediate closure two years ago.

But Commission on Higher Education (CHED) Chairman, Dr. Emmanuel Angeles admitted that with limited funds, CHED can only monitor and evaluate a small percentage ofthe 1,726 higher education institutions and the 16,000 programs it offered, including nursing, each year. 177 nursing schools produce only flunkies, says exec

MANILA, Philippines—The Commission on Higher Education (CHEd) is closely monitoring at least 177 nursing schools in the country that have not had even one single graduate passing the nursing licensure exams in the last five years.

CHEd Chairman Emmanuel Angeles gave the warning in a speech to heads of colleges and universities in Metro Manila and nearby regions on Friday afternoon.
During the launch of CHEd's partnership with the Kapit Bisig Para sa Ilog Pasig (KBPIP) Foundation for the cleanup of the Pasig River, Angeles also announced that at least 38 maritime schools were also being monitored for the same reason.

Sought for comment after the event, Angeles declined to elaborate, saying the performance of the nursing and maritime schools would have to be reevaluated before the CHEd could take any action.
Last month, the CHEd announced it would close down six law schools because not one of their graduates passed the bar exams in the last five years.

Last Friday, Angeles also announced that warnings would be issued to schools whose passing rates are above zero but below the national average.

He said: "We are encouraging our schools to phase out irrelevant courses."

Growing number of Philippine nursing students

THE Philippines’ nursing course has become suspect among countries known to have provided employment to Filipino nursing professionals. The sheer number of nursing students, growing from 30,000 in 2004 to 450,000 this year, seems too much. Countries such as the United States, Canada, Australia and New Zealand doubt the qualifications and the quality of the training programs in place.

In New Zealand, for instance, its Nursing Council has made it impossible for second coursers-–doctors, lawyers, engineers, etc.--to get approval for their applications. The excuse is that it cannot accept nurses who have obtained their degrees for less than four years.

In the past years, all that was required was for applicants to have a diploma, enough working experience and high mark in the English examination. If approved, the applicant then takes a six-week bridging course as pre-requisite to obtaining a certificate to work in New Zealand hospitals.

Most Kiwis who have been attended to by Filipino nurses testify as to the latter’s industry and proficiency. “They treat so well, like I am family,” Lloyd, a Pakeha, told me during our practice in the North Shore Male Choir, where I was once a member.

Geoff Annals, chief executive of the New Zealand Nurses Organization, wants the issue resolved, "anxious that it isn't seen as a problem with [Filipino] nurses, because there are many excellent nurses that are working in New Zealand who are from the Philippines."

Filipinos have the innate qualities required of nurses. Due to their close ties with their families, Filipino nurses tend to be close to patients unlike other ethnicities who take the nursing profession like an 8 to 5 job. Filipino nurses give respect to patients, especially the elderly, treating them like their parents. They are willing to take extra time and work, if required. Then there’s the ease with which they speak in English, their sense of humor and their strong faith in God.

Chief executive Carolyn Reed of the NZ Nursing Council said: "We do have concerns about the effect that such rapid growth has on program quality. The proliferation of programs and the proliferation of providers in the Philippines have meant that we have had considerable difficulty assessing the adequacy of the theory and practice content of the programs of the nurses applying (to work in New Zealand), in order to establish that they have met educational equivalence."

The concerns of host countries are valid, as not only has there been proliferation of nursing schools in the Philippines and in all types of educational institutions but the licensing examinations are also known for leakages.
Education officials are inutile in regulating the offering of nursing courses and failed to provide safeguards on fly-by-night schools and in setting up pre-qualifications for students wanting to pursue the degree.

The mass production of nurses is finally catching up with us. With too many nurses in the country, not many hospitals can give them the necessary experience as required by other countries. They are subjected to exploitation by hospitals and other health care institutions, like giving them low pay or tying them up to considerable number of years getting certificate of job experience. Some graduates, as well as licensed nurses, cannot therefore find work in health related fields, ending up as call center operators or medical representatives, among others.

There is need for government to intervene as soon as possible. Otherwise, we will end up with many wasted professionals who are underemployed or unemployed burdens instead of dollar earners.

Philippine Nurses NOWHERE TO TRAIN ?

The growing demand for nurses the past few years encouraged thousands of high school graduates and even professionals, even the so-called second coursers to go back to school, earn a nursing degree, with the hopes of getting a job overseas.

Recently, however, the Professional Regulation Commission (PRC) reported that around 400,000 licensed nurses could not find employment locally as there are only around 60,000 nursing jobs available in the country.

PRC commissioner Ruth Padilla curiously was quoted in a report that the hundreds of thousands of nurses seeking local employment should not lose hope because there continues to be an overwhelming demand for Filipino nurses in North America, Middle East and emerging markets in Europe.

Message of false hopes

I think the good commissioner is missing a major point in the issue, and is sending a dangerous message to thousands of nursing hopefuls currently enrolled or about to enroll in nursing schools.
Yes, there is a great demand for Filipino nurses overseas. Other than the USA and Middle East, even Norway, Belgium and Austria are even starting to open doors to local nurses.

A crucial factor Padilla left out or failed to clarify is that nurses being sought after by such countries are those armed with a significant number of years of hospital and clinical experience.
In contrast, majority, if not all of the 400,000 jobless nurses mentioned by the PRC are those who belong to the recent batches of licensure examination passers who are armed with nursing license and – nothing else! This is like training soldiers and sending them to battle without guns.

Padilla is saying that negotiations are underway with various foreign governments to facilitate the hiring of Filipino nurses. But it’s going to be a long shot to expect these overseas hospitals to agree to get our newly licensed and inexperienced nurses.

Let’s not give our aspiring OFWs false hopes.

Nowhere to go

In fact, several years of hospital experience alone isn’t good enough for foreign employers. Many if not all require a nurse to have earned her clinical experience in modern, tertiary hospitals. In Metro Manila, we only have a handful of modern tertiary hospitals. And the situation is worse in the provinces.

No wonder that there are nursing students who passed the licensure examinations administered last December 2006, but have yet to get a single call from the 20 or so hospitals in Metro Manila where they sent their CVs. As expected, those who passed the licensure exam a year later have found themselves in the same boat.

Many hospitals are now on a freeze hiring status. Only one modern tertiary hospital is being built in the metropolis – St. Luke’s Medical Center’s Bonifacio Global City site in Taguig – and the applications from graduates for a chance to work there when it opens is already mountain-high.

Not even for free
An innovative way employed before by rookie nurses in a bid to earn actual clinical experience was to apply as volunteer nurses. The ploy apparently was picked up by succeeding batches of newly-licensed nurses which resulted in a backlog even in the application for volunteer nurses.
Some newly licensed nurses lamented that even government hospitals are no longer interested in accepting volunteer nurses due to lack of qualified nurse-instructors and supervisors to look after the trainees and volunteers. Woe! Even for free, thousands of nurses cannot get their hands wet with actual hospital work.

To the more financially equipped, enrolling in two- or three-month competency enhancement training programs for a fee is an option and several hundreds are also willing to shell out extra money after graduation to get the needed skills training. All in the hope of getting the chance to be employed abroad.

Where to untrained nurses?
We have a situation here where thousands are lured to the nursing profession because of the prospect to work abroad. What now, CHED?
As early as 2004, the Commission on Higher Education (CHED), in a bid to address the oversupply of nurses and ensure the superior quality of nursing graduates produced, warned that it will start closing down schools with sub-par performances in board examinations, poor facilities and sub-standard related learning experience tie-ups with healthcare facilities.

To this day, nothing has come out of that threat. All we have seen is a procession of executives appointed to the position, with nothing much accomplished.

With dreams dying, Filipino nurses ponder options, set new directions

Tens of thousands of registered nurses in the Philippines have neatly mapped out their career paths while they were still studying. Or so they thought.

Upon passing the Philippine Nursing Licensure Examination, they had hoped to work in 250-bed or more tertiary hospitals, preferably in urban areas for at least two years. On the side, they planned to review for the US nursing licensure examination for registered nurses, popularly called Nclex-RN (National Council Licensure Examination for Registered Nurses).

Sadly, after spending hundreds of thousands of pesos for their education and countless moments of difficulties, their hopes and dreams are either dying or in need of immediate resuscitation or better still, drastic redirection. Scores are considering setting aside for the long-term, if not totally abandoning, their plans of working in local hospitals due to the terrible lack of employment opportunities amid the ironic reported increasing global demand for their services. Thousands of registered nurses have joined under-board engineers, accountants, and architects who have flocked to call centers, aside from those who have opted to become medical transcriptionists or managers of fast-food chains or run family business.

Nurses are drilled in theories and practical aspects of dealing with deaths of patients. One of the earliest lessons taught to student-nurses is to check their emotions, notably when handling patients’ concerns. But when it is their personal dreams that pass away or gasp for oxygen, the situation becomes messy and complicated. Like all deaths or near-deaths, it is difficult.

Ana, 26, is a tall, slender, and charming commerce graduate from a Catholic university who quit her Makati office job in 2004 to enroll in a nursing school. She graduated in March 2007 and passed the local nursing board examination the following June on her first take. Ana (not her real name) is currently reviewing for Nclex-RN, prompting her to forego her birthday celebrations. But as soon as she finishes her examination, she would keep her reviewers in a big box and start making handcrafted accent pieces to meet orders from friends in time for the Christmas gift-giving season.

Ana has grown weary of submitting her curriculum vitae to various hospitals and waiting for interview schedules which never came. She hesitantly confessed to having bouts of depression triggered by her inability to land a job as a nurse, adding she just wanted “to get and over with Nclex” because she has already paid for it. (Ana and all of those interviewed for this article have requested not to be identified.)

An applicant for Nclex-RN pays more than $400 to be able to take the examination. Additional expenses are incurred in mailing original documents, such as transcript of records and application forms, via special courier services. A two-month review for Nclex-RN can cost P25,000 at the minimum. All these expenses for just one exam, where the passing average for Filipino Nclex-takers in the Philippines is a “deplorable” 58 percent, decried one government official with a Cabinet rank. The passing average for the PRC administered nursing licensure examination is a measly 43 percent.

“Second courser” nurses
Violet is a 50-year-old registered nurse since June 2007. Like Ana, Violet surprised her colleagues by resigning from her managerial job of 16 years to become a nurse. Recently, she returned to Manila after unsuccessfully sitting in for her Nclex-RN in California. Being the only nurse in the family and unemployed, she has been given the responsibility of taking care of her aging parents. She looks forward to occasional forays outside their Quezon City house to have coffee with friends – most of them unemployed registered nurses – or to just meander in the malls. These trips offer her opportunities to dress up and put on make up: simple rituals that soothe the searing sorrows of her soul. During an interview, Violet complained of seeming hopelessness, lethargy, sleep loss, and poor appetite – signs of depression. Her life, she feels, has been put on hold for quite too long. This is not how she had envisioned it to be before resigning from her office job.

Ana and Violet are among the human faces of what it means to be a licensed, qualified, but jobless Filipino nurse in 2008 – the times of lingering US retrogression further worsened the unprecedented US financial carnage and the tightening immigration rules in countries such as Britain. Ana and Violet belong to a group labeled as the “oversupply of 400,000 nurses” recently disclosed by the Professional Regulatory Commission (PRC), which has also estimated that only 60,000 nurses could be totally accommodated by local public and private hospitals.

In 2007, an estimated 450,000 students were enrolled in nursing schools in the Philippines, soaring from the mere 30,000 in 2000, labor officials said. Considering the current sheer high cost of completing the nursing course, a significant chunk of 450,000 can be safely expected to fall out or shift to less expensive course eventually.

Licensed, qualified but unemployed nurses like Ana and Violet are at the center of an on-and-off national discourse playing out in the media involving, among others, the PRC, Philippine Nursing Association (PNA), Philippine Overseas Employment Agency (POEA), and local recruitment industry players.

Sometime in 1999, only a handful of medical doctors, dentists, physical therapists, and professionals with non-medical or allied health education background were brave enough to go back to school to take up nursing. Middle-aged student-nurses during those years were a rarity as nursing is not an easy course as many would like to believe. It entails a lot of nerve-wracking sleepless nights to memorize the wonderfully complex human anatomy, to understand the pathophysiology of plethora of diseases, to know fully the mechanism of action and correct dosage of multitudes of medications, not to mention the back-breaking hospital shifts or rotations, which give student-nurses hands-on experience and bedside exposure to patients in varying states: from emergency cases to post-operative.

In 2001, the handful but audacious professionals who ventured into nursing graduated, eventually passed the local nursing board the same year, and subsequently hurdled the Nclex-RN. During this period, nursing jobs in local hospitals still abound. After a year or two of working in local hospitals, they were able to find employment in the US. They were the very few fortunate ones. Upuntil 2003,it was somehow relatively easy to find work in local hospitals and leave for the US or any foreign destination. There were,however, high-profile disastrous cases such as the group of medical board top-notcher doctors-turned-nurses who were allegedly short-changed by their employer in New York. Their employer even sued them, worse. There were also quiet catastrophic cases which never made it to the newspapers’ front pages and primetime broadcast news.

Akin to the phenomena of hot pan de sal, lechong manok, and nata de coco and driven by a desire to better their future, thousands of Filipino middle-level professionals either began resigning from their jobs in 2002-2003 to pursue full-time nursing studies or worked on it on a part-time basis. “We are only doing this (nursing studies) for our children’s future,” is a common explanation given by married professionals who went into nursing when asked.

Due to market demand, a number of nursing schools sprouted in a bid to reap from the windfall of the exploding “nursing industry,” which alarmed and dismayed officials of nursing colleges affiliated with the traditional and big universities. One measure of the utter immensity of the number of professionals with non-medical background who took up nursing as their second or third course was the June 2007 nursing board examination. More than 90,000 student-nurses took the June 2007 board examination which went on record as one of the, if not the biggest, nursing board in Philippine history, with a significant number of examinees coming from the “second courser” category, a phrase that refers to those who took up nursing after receiving their first baccalaureate degree from other courses.

No jobs for nurses at local hospitals, no place for ‘old’ nurses
“I am running out of savings and I am desperate. I’ve personally submitted my application forms and curriculum vitae to almost all hospitals in Metro Manila and nearby provinces during the two full years that I have been job-hunting. The reply is becoming monotonous: No vacancy at the moment. Just leave your documents and we’ll call you,” lamented Tricia, 30, a former office worker.
Tricia took her Nclex-RN in Hong Kong in early 2006,when it was not yet offered in Makati. The Hong Kong trip further dented her dwindling savings. “I flew to Hong Kong because I viewed it as an investment which I could recoup soon. I was wrong. I am still jobless,” she recently said in Ortigas. She shelled out about P9,000 for an English exam she took 18 months ago, not to mention the English review class that cost her P500 per four-hour session.
“When you apply at recruitment agencies sending health workers overseas, the first question they ask you is: Are you currently employed? If you say no, they automatically utter the mantra: We require at least two years of experience in a 250-bed tertiary hospital. Or at the barest minimum, they want an applicant to be currently employed at a hospital. It is extremely tough to find a job in a local hospital.

So here I am, a qualified Filipino nurse with near complete credentials to go abroad such as the local nursing license, Nclex-RN passer, and an overall grade of 8.0 in my English examination. Still, I am jobless after spending hundreds of thousands of pesos. Theoretically, I should not find it tortuous to get a job in a local hospital. I am entering my third year of unemployment as a registered nurse,” she said.

A random sample of newspaper advertisements seeking local nurses for deployment overseas requires applicants, among others:

·        “should be currently working for at least 4 months to qualify for an interview”
·        “must have an updated license with at least 2-3 years continuous experience in area of specialty and presently working”
·        “at least 4 years work experience and below 49 years old”
·        “female, 22-35 years old, has 3 years experience in a 200-bed capacity hospital as a staff nurse (either local or overseas) after registration at PRC” (It is interesting to note this particular item that includes the enviable work experience in overseas hospitals by female nurses below 35 years old that is sure to squeeze out local nurses with little or no hospital experience from the already tight job market. Aside from those who had completed 2-3 years of local hospital work, most of the recent deployments were nurses whose contracts in Middle East or Singapore hospitals ended and decided to give the US, Canada, Europe, Australia, or New Zealand, or Ireland a try. A few have opted to work in Malaysian health institutions or colleges of nursing as instructors.)
To escape boredom and to prevent the onset of depression, Tricia currently volunteers as a nurse in a provincial hospital. Being a “volunteer nurse” is a tricky issue. A lot of recruitment agencies do not consider being a “volunteer nurse” as part of official hospital work experience. Agencies still insist on a continuous full-time staff nurse position as the only acceptable form of hospital experience. This maybe justifiable on the ground that only full-time staff nurses are officially allowed by health institutions to legally perform the full range of nursing responsibilities toward patients, most especially administering medication. Volunteer nurses, by virtue of their being volunteers, are limited in their dealings with patients.

In an orientation meeting for an advanced training seminar in a Metro Manila hospital, a group of 75 nurses assembled was asked to identify their hospital affiliation. No one readily volunteered an answer, prompting the facilitator to ask: “Did you just pass the nursing board?” The hall remained silent. Finally, there were participants who reluctantly said they passed the June 2005 board, others the December 2005, while scores the December 2006 and June 2007 board. Not one of the 75 has found employment yet. This was not an isolated incident.

“Data from the Department of Labor and Employment (DOLE) recently showed that only two of every 100 students taking up nursing are likely to qualify and get employed overseas,” a news report in the Sept. 22, 2008 issue of The Philippine STAR said. During 2000-2007, the POEA recorded a total of 77,947 nurses hired for overseas posting, with the highest number of deployment at 13,822 registered in 2001, the report said. Only 9,000 registered nurses found employment overseas in 2007, it added. Top destinations were Saudi Arabia with 6,633 Filipino nurses deployed, United Arab Emirates with 616, Kuwait with 393, the US with 186, and United Kingdom with 38. Note the small number of nurses who were hired by health facilities in the US and United Kingdom, which are viewed as the most desired destinations of Filipino nurses.

In a bid to make themselves more marketable and to arrest the onset of depression – and if money is not a problem – licensed, qualified but jobless nurses have resorted to taking up various specialized courses where they get further expertise and additional licenses. Among the popular courses are the basic life support, intravenous therapy, critical care nursing, and hemodialysis nursing. Cost for these special courses runs to thousands of pesos, if not tens of thousands of pesos for those lasting three months. There are those who went back to school after passing the local nursing board to study master’s in nursing which will qualify them to teach in local nursing schools.
“Both public and private hospitals could only accommodate 60,000 positions, so right now, we have an oversupply of 400,000 nurses,” Commissioner Ruth Padilla, of the Professional Regulatory Commission, was quoted as saying by the Sept. 1, 2008 issue of The Philippine STAR. On an annual basis, the Philippines issues 100,000 nursing licenses but the combined number of private and public hospitals in the country cannot absorb them, the report said, quoting Padilla.
Sounding optimistic amid the lack of local employment for nurses, Padilla declared: “We will not have difficulty meeting the high demand for nurses abroad because we have an oversupply. We welcome opportunities outside the country.” The Philippines is holding talks for accords that will facilitate the deployment of Filipino nurses in various countries, she said, without naming the countries.

However, the POEA and the Philippine Nursing Association appear to be at variance in reading the present dreary situation.

The POEA has projected the continuous high demand for Filipino nurses’ services in years to come to cater to the needs of the rapidly aging population in highly developed countries. One the other hand, the Philippine Nursing Association declared the main reason for the local nurse oversupply is the rapid decline in overseas hiring.

Heart of the problem
Why the “nurse oversupply” in the face of various claims that there are thousands of nursing jobs to be staffed, particularly in overseas health facilities? A couple of years ago, nurses who were preparing to leave the country were unduly pilloried and vilified as if they were traitors to the Philippines. Now, a crisis has evolved over the non-deployment of the 400,000 registered nurses.
The heart of the problem is that these 400,000 nurses lack the minimum two to three years of fulltime work experience in a 250-bed tertiary hospital, which is a non-negotiable requirement when one looks for overseas employment. And as the PRC said, the local health system infrastructure can only absorb a total of 60,000 nurses. Another possible contributory factor to the current problems of the nursing profession is the “choosiness” of a lot of the unemployed licensed nurses.

The POEA has said it has unfilled job orders of more than 20,000 nurses for health facilities in the Middle East, Singapore, and several European countries, such as Norway and Belgium.
Several of the unemployed but licensed, qualified nurses interviewed for this article said if they can help it, they would rather work for health institutions in the US, Canada, Australia, or New Zealand and avoid at all costs the “hardships” of Middle East postings. Perhaps, what was left unsaid by those interviewed was they could not see themselves bringing their families to – if ever it were allowed – and eventually retiring in Middle Eastern countries or places they did not want to go. The allure of the US, Canada, Australia, or New Zealand is that nurses can see themselves and their families settling down in these countries. An additional pull factor of these destinations is that majority of them have family members who are residents or citizens of these countries who are more than willing to assist them in their acculturation process. Who has not heard of the rigid cultural norms that Middle Eastern countries adhere to or the problems of learning another language aside from English or the loneliness of long winters in some European countries?

“You cannot blame these nurses for being selective. They have sacrificed a lot already,” said one retired chief nurse who is working currently as a director of a health organization. “I can understand their concerns. A number of my former staff nurses call me long distance regularly to complain about the substandard working conditions in some of these countries in dire need of nurses. Don’t crucify these nurses if they choose to work in destinations where their safety and security are given importance or if they ask themselves: Will we be subjected to harsh cultural adjustments? How will our children cope with stringent cultural patterns? Can we fit in?”

She conceded, however, that high school students considering nursing as a career now should be given guidance counseling and be told honestly of the thorny situation licensed, qualified but unemployed nurses face. “These students must be sincerely counseled that they can stand up to their parents who may be pressuring them to take up nursing. Even those in their first year or second year of nursing education perhaps, just perhaps, may consider shifting in order to avoid the current hardships of the unemployed nurses.”
Challenge to the People Management Association of the Philippines
Ana, Violet, and Tricia said they are willing to consider going back to their previous careers before they become nurses given proper and stimulating opportunities to take a crack at them again. A good measure of the willingness of licensed, qualified yet unemployed nurses to find employment is their readiness to take the plunge in working for call centers and business processing organizations, without any qualms. They don’t see working at call centers and business processing organizations as demeaning or unworthy of licensed, qualified nurses. “One thing good with call centers and business processing organizations is they don’t take it against you if you’re in your late 30s or 40s or what course you took up in college. As long as you are able to pass their pre-employment requirements and exams, you can be hired,” said one licensed nurse, a mother of three, who is working in a Makati-based call center.

Nurses have formed informal groups in online social networking sites to assists each other, including sharing of information and tips, notably on non-health and non-medical companies whose people managers or human resources officers treat applicants shabbily, advising them to avoid particular companies or even naming certain people managers who had interviewed them. Likewise, there are those who give information on which firms are “good employers.”

For the People Management Association of the Philippines (PMAP), the challenge it must confront genuinely and seriously – as it addresses the imminent talent shortage in the labor market – is how to tap into a substantial percentage of the 400,000 licensed, qualified yet unemployed nurses who belongs to the “second courser” category, a proverbial veritable minefield of talents and experience. On their own, these “second courser” nurses are looking for jobs along the lines of their previous expertise using old contacts, and several have been successful in resuming their old professional lives as accountants and business managers, to cite a few.

The PMAP has acknowledged that a talent shortage in the labor market is about to send shockwaves to the local business community with the retirement of Filipino baby boomers. The association has called on the public and private sectors to craft a national human resources agenda to energize the international competitiveness of the Philippines. Creatively and appropriately handled, the legions of “second courser” nurses can play a crucial role in filling, even temporarily, the talent gap before the local business community suffers a fatal cardiac arrest.

Word of caution

It will be a costly mistake to interpret the current unemployed status of licensed, qualified nurses as a chance to bully them or to show them signs of unprofessionalism. It will be foolish to treat them with smug condescension and snobbery. Nurses, because of their years of dealing with people both the mighty and the lowly, are sensitive to hints of unprofessionalism. They will not hesitate to politely shun job offers if they think the company is not at par to their professional standards.

Out there, there are thousands of Ana, Violet, and Tricia – licensed, qualified but unemployed nurses – whose dreams of working in hospitals abroad may take longer to fulfill. They are looking for suitable jobs. But they are not dispirited or despondent enough to throw away standards of professionalism in a brash bid to land a job. Are the universities concerned? How will it help its students compete? How do parents select the best university for their students and use their hard earned money?

Even the Philippine Government is proposing adding a 5th year to certain courses to better prepare the students for later jobs and requiring Universities to specifically prepare for the exam rather than making the students hire expensive tutors from other private companies.
A number of countries are becoming concerned about the quality of the nursing graduates (footnote 3) and I am sure {hilippine colleges are also concerned in producing the best graduates to compete in the world marketplace and increasing their passing scores in relation to other universities.

Good colleges and universities might try and be a leader in innovation and sign contracts with specific hospitals for its many graduates to work fulltime for 1-3 years as volunteers after graduation and passing the nursing exams, so they then would be ready to then immediately after this work experience be able to apply and work abroad. Then the school would be a leader in innovation and well regarded and sought!

Imagine all the expenses that parents go through to keep a son or daughter through a nursing course, only to see them taking menial jobs outside the course they invested in. Or worse, not have a job at all.

There is a glut of Filipino nurses because Government & Universities don't have 1-3 years of working experience slots in country hospitals. Schools shoudl be concerned about making sure their students can work after their expensive education and other schools are providing work opportunities for their graduates why can't school work with hospitals & government to do the same?

The recruitment sector on Monday backed the planned closure of non-performing nursing schools convinced that this contributed much to the unemployment of half a million nurses in the country.

“The recruitment sector has consistently been asking for the rationalization of over 1,000 nursing schools which have contributed to the half-million jobless nurses, half of them board-passers and nowhere to go except to other jobs like call centers, sales persons, hotel or the service industry,” Emmanuel Geslani, recruitment consultant, said.

Each year, he said, more than 60,000 board-passers join the labor market which can only accommodate 5,000 new nurses not to mention that only 15,000 can work abroad especially in the Middle East countries where there is an acute shortage of nurses. It is appalling to read about the dumbing down of Nurse education in the Philippines while the Commission on Higher Education does nothing to correct this. CHED has closed down schools for poor perfomance in accounting, engineering and other courses, but the "buddy system" of CHED directors has left the Diploma Mill Nursing programs go untouched for over a decade!! Why aren't the Phil. Nurse Association Officers demanding that the quality of nursing education be THE HIGHEST quality of all courses in college when LIVES ARE AT STAKE??? MANILA, Philippines—The Commission on Higher Education (CHEd) is closely monitoring at least 177 nursing schools in the country that have not had even one single graduate passing the nursing licensure exams in the last five years.
CHEd Chairman Emmanuel Angeles gave the warning in a speech to heads of colleges and universities in Metro Manila and nearby regions on Friday afternoon.
During the launch of CHEd's partnership with the Kapit Bisig Para sa Ilog Pasig (KBPIP) Foundation for the cleanup of the Pasig River, Angeles also announced that at least 38 maritime schools were also being monitored for the same reason.

Sought for comment after the event, Angeles declined to elaborate, saying the performance of the nursing and maritime schools would have to be reevaluated before the CHEd could take any action.
Last month, the CHEd announced it would close down six law schools because not one of their graduates passed the bar exams in the last five years.

Last Friday, Angeles also announced that warnings would be issued to schools whose passing rates are above zero but below the national average.

He said: "We are encouraging our schools to phase out irrelevant courses."

MANILA, Philippines - The Commission on Higher Education (CHED) will padlock some 177 nursing schools for the perennial failure of its graduates to pass the nursing licensure board examinations given by the Professional Regulation Commission (PRC).

CHED chairman Emmanuel Angeles said the 177 nursing schools had been found to not have even one graduate pass the board exam for the last five years.

Angeles said CHED is currently “verifying” their data before issuing an order to the schools to phase out their nursing programs.

Angeles said the agency’s crackdown on poor performing nursing schools is part of his administration’s campaign to raise the standard of education in state universities and colleges (SUCs) and private higher education institutions (HEIs).

“This phase-out process involves schools which have zero passing percentage in licensure examinations. We started with law schools, we closed down 11 law schools already,” Angeles said at the launch of “Taga-Ilog,” a campaign to raise the awareness of the youth in rehabilitating the Pasig River, spearheaded by CHED and the ABS-CBN Foundation.

Angeles stressed CHED was bent on closing down degree programs of SUCs and HEIs which show poor quality as seen through their graduates’ performance in governmentprofessional licensure examinations.
Angeles said the quality of education in the country was already lagging behind other countries.
“We are way behind our neighbors likeSingapore, Malaysia, Thailand, and soon, Vietnam may even surpass our standard,” Angeles said.

Philippines – What college should i enroll in the philippines? American Going To The Philippines For Nursing School?

im a senior in High school in here in NY and im planning to go to college next year in the philippines. But i dont know which college to go to . I want to take nursing, Doctor, or any in MED fields.. Which ones are easier to take ? And i will be taking the SAT test in Oct. …..Will the Philippines college accept my SATs scores if they are high? And are the Admission tests or the Entrance Exam in the Philippines are hard?
Please help? Serious answers will be best Salamat! i want to study in manila….

University of the Philippines – that’s the only recommendation you’ll get from me (die hard peyups here!).
SAT not required!!! But you have to pass the UPCAT (UP College Admissions Test) and your SAT is a good preparation for this. And YES, we do speak good English in the Philippines. It is our medium of instruction.

where in the philipines do you want to study? manila, cebu, cagayan de oro? there are a lot of schools in the philippines. entrance exam varies on what school you want to enroll at. but its not that hard.

if you want the best of the best in medicine… i recommend UP Manila. Or St. Luke’s… Hmm, try to google other schools too. and research the passing rates in board/licensure exams. i don’t know if it’ll be hard for you, depends on your abilities. good luck   konichiwa

For medicine you can try U.P. manila or UST.   Makati Medical Center offers a nursing program, not sure if they have medicine too. FEU has a nursing/med tech program. AMA has nursing and Medical transcription. I know for a fact that AMA is not at par with the already established Universities I mentioned so it might be easier to get it. With the demand on nurses increasing, there are more schools to choose from.

There are entrance exams. All colleges here do. They will need you 3rd year(junior year) grades, birth certificate, an application form (you get that from the admissions department) and the testing fee.
Since UP is one of the if not the BEST you will need good grades and a good exam score. We don’t have SAT’s here but its possible that they may use your score as a reference since you took high school in the states.
All entrance exams are a bit of a challenge.

Nursing is more convenient to take and easier to study. Medicine is more extensive and it takes longer to finish. People are still looking for nurses abroad and they make a lot of money. Even doctors are leaving their profession to become nurses because it pays well and is not as mentally challenging as a doctors job. painintheneck

Subjects are thought in english (unless its filipino subject). Your admittance to the school depends if you pass the exam. You’re education NY doesnt guarantee your pass in the philippines. Besides you’re english comprehension is pretty bad for a US educated filipino..lets see "WHICH college" not WHAT college and Doctor is not a course

UP Manila for med courses. you have to take UPCAT, their entrance test. be sure to submit your application form before august 2008. many high school seniors aspire to attend UP, and most of them are achievers from public & private schools all over the country. this is a state university, you know what to expect.
2. if you wanted to attend a private university, consider De La Salle University – Health & Sciences Campus. it is not in manila but in cavite. 1 1/2 hour drive from manila. if you want to study, study. its in here.
dasmarinas is cavite’s university belt, aside from the Health & Sciences Campus,

universities like Emilio Aguinaldo College, AMA Dasmarinas, St Paul’s College, Phil Christian University, La Salle – Dasma, STI, Technological University of the Philippines, they are also opening Polytechnic University of the Philippines by next year. if you dont want to experience manila’s pollution and traffic. consider staying at dasmarinas. I will recommend University of the Philippines but if you want to enroll next year, you’re already too late because the UP College Admission Test was already held last August. I’ll also recommend the University of Santo Tomas and Far Eastern University. Just check out their website to see details about their admission.SAT is not a requirement here in the Philippines.

American Going To The Philippines For Nursing School?

Hello, all:
I am a middle-aged American man seeking a career change. I would like to study nursing, but there are some problems with nursing schools in the US:
1. Prerequisites: varies, as little as 9 credit hours to as many as 30.
2. Wait list: local community colleges have wait lists from 1-2 years, and a student must complete prereq’s *before* being placed on the wait list.
With one year of prereq’s, two years of waiting, and two years of the nursing program, I’m looking at becoming an RN five years from now. This is entirely too long.
To bypass the impossibly-slow, five-year plan, I am seriously thinking about moving to the Philippines for a couple of years to complete nursing school. Here are my questions:
1. What is the visa process for Americans wanting to study in the Philippines?
2. Are Philippine nursing schools open to Americans?
3. How much is tuition per year? I’ll have a place to live. I just need tuition figures as expressed in PHP, if possible.
4. I will soon have a Bachelor’s degree in Liberal Arts. Can I bypass the general education requirements and go right into the core of the nursing program, possibly completing it in two years?
5. Are the courses taught in Tagalog (Philippine language) or English?
6. Are there wait lists similar to the US?

I used to have foreign born classmates while in college. They studied in the Phils because it is cheap and not as competitive, as long as you have the financial resources, you can usually get in. Anyways, contact the Philippine embassy and inquire on how to go about this. From my experience with foreign-born classmates, they paid higher tuition than the locals. You might be able to lessen the time, maybe instead of 4 years to 2.5 to 3 yrs. Depending on the school you intend to enroll, if it is a very good one, usually there is still a waiting list. But sad to say, you can easily by-pass this by donating financially to the institution. This had happened to most of my foreign -born classmates, that’s how I know, which was okay with them since overall, it still cost lesser to them to study in Phil versus in their own country. I don’t know if this is still happening nowadays, you have to check with the college/university you intend to enroll. The mode of teaching in PI is english. But occasionally, the teacher might speak in taglish(english mixed with tagalog). If you decide to study in PI, I can assure you, you will have a terrific time, you will meet a lot of very nice and accommodating people, always willing to help, but beware of the ones that will take advantage of a foreigner just to get the U.S. citizenship. Anyways, good luck!

People have misconceptions regarding the board exam rating of each nursing schools. The rating depends on the total number of students from the particular school/university who took the test. From there, the percentage will be computed as to the number of examinees who passed the test.
If you think the percentage of a certain school or university is low, take note of the number of examinees representing the school/university because the percentage is not based on the over-all examinees in the Philippines, it is based per school/university.

Definition Diploma Mills: A diploma mill (also known as a degree mill) is an organization that awards academic degrees and diplomas with substandard or no academic study and without recognition by official educational accrediting bodies. The purchaser can then claim to hold an academic degree, and the organization is motivated by making a profit. These degrees are often awarded based on vaguely construed life experience. Some such organizations claim accreditation by non-recognized/unapproved accrediting bodies set up for the purposes of providing a veneer of authenticity.

While the terms "degree mill" and "diploma mill" are commonly used interchangeably, within the academic community a distinction is sometimes drawn:

A degree mill provides a "real" degree from a fake college.
A diploma mill provides a fake degree from a real college.

Obtaining a law degree takes longer and is more expensive than finishing a nursing course. Certain top universities have criticized the emphasis on the Bar exam as a gauge of the quality of graduates, pointing out that a better gauge is a student’s performance over the four-year law course. The Bar has also been rocked by scandals involving the leak of questions. But 10 years without a single graduate passing the Bar is a pretty good indicator of bad performance by a law school. Ten years of operating a law school, with not a single graduate passing the Bar exam. The fault can’t lie entirely on the graduates’ capabilities. The Commission on Higher Education has announced that it is shutting down seven law schools where no graduate has passed the Bar exam in the past 10 years. This move is similar to previous efforts to raise the standards of education in medicine, nursing and related courses.

Such moves are welcome, but why wait 10 years? Even a year without a single graduate passing the Bar exam should raise alarm bells. Filipinos put a premium on education, believing that it holds the key to a better life. Parents are willing to spend a fortune on their children’s education. Even poor families invest in the education of at least one child, hoping that the brightest in a large brood could later help finance the education of siblings.

Such hopes must not be dashed by those whose idea of operating educational institutions is to issue a diploma to anyone who can afford to pay tuition and miscellaneous fees. The problem is not unique to law schools. Over the years the passing rates in many other professional exams have fallen, even as institutions of higher learning have mushroomed across the country.

The government lacks the resources to guarantee the delivery of quality education. But it can assess that quality based on the performance of a school’s graduates in professional examinations. Politicians should keep out of this effort to improve the quality of higher education, and Malacañang should give the CHED its full support. In recent years efforts by CHED officials to shut down substandard nursing schools were blocked by politicians, who lobbied with Malacañang to keep the schools open.

Philippines moves to shut down ‘diploma mills’
PUBLISHED ON June 29, 2007 AT 7:33 PM · MANILA — The government is well on its way to putting an end to the perennial problem of “diploma mills” or fake diplomas often sold in some of Manila’s main streets, particularly Recto.

Commission on Higher Education (CHED) Chairman Dr. Carlito Puno said the antidote to this long-time problem is through the centralization of the printing of diplomas.

“There is much more to be accomplished if government agencies cooperate with one another. In this case, the CHED has linked up with the National Printing Office (NPO) in the production of college diplomas with security features,” Puno said.

He said the paper to be used in the printing of diplomas would be the same paper used in printing the Philippine currency. Aside from a serial number, a bar code with the graduate’s photo not visible to the naked eye, would be among the other security features to be included.

Puno said the system to curb diploma mills would be carried out in one or two years.

The CHED chairman said that this system would prevent Filipino professionals from being banned by foreign employers as there have been numerous cases that fake diplomas were detected.

Puno also informed the students that the CHED has expanded its scholarship and loan program for them.
